Based on the User Requirements
All customizations must be authored by a single team of developers
All customizations must be deployed by the site collection administrators

There is no need to grant additional development groups the ability to deploy their own custom solutions, therefore, sandboxed solutions are not required.
Since all of the content is being centrally managed, the easiest method to allow site collection administrators to individually deploy the required features is to utilize Farm features.

Microsoft recommends people to use Sandboxed solutions whenever possible so the answer is A though technically B would work. Also, sandbox solutions are new to 2010 and Microsoft always tests on new features.
