Answers are Correct because they clearly mentioned that Group1 need to “modify permissions of files and folders.” not the content of the folder or files. Full control option only can do the modify the permission of the files and folders.

The modify permission will allow your users to add, and delete folders and files within the folder that is within the share. If you give full access permission that user or group will now be able to give access to others.
