Are you sure ? I think wrong. 1 and 2 OK. Upload settings on third. But Software Installer is an alternative for External Link.
Agreed with Renato, ran through the process on a demo Intune account.
I guess I would go:
1. From Admin Console, Click Managed Software (Add Apps, which launches Software Publisher)
2. Select External link, then type in server 1
3. From Intune Software Publisher, Upload Settings
4. From Admin Console, click manage deployment. (To deploy the application)
