Is it possible to forest level higher than domain level?
I understand ADFS needs 2012 R2 forest level, but in this case we have to rise domain level first. So A or B?

forest level is the minimum level of any domain, so forest can’t be higher than any domain in the forest. You will not be able to promote a DC that has an OS lower than forest functional level. My interpretation is that the schema extensions have to be present, functional level is not as critical. Per https://docs.microsoft.com/en-us/windows-server/identity/ad-fs/overview/ad-fs-requirements it has to 2003 functional level. I think answer is B….

I don’t believe they are discounting raising the domain level in this particular question, BUT raising the domain level is not enough to saatisfy the requirements

Raising the forrest level does meet the requriements, though I agree you need to raise the domain level first.

Or Microsoft things, of course you have to rise domain level also, but
the question is: You raise the forest functional level to Windows Server 2012 R2. Does this
meet the goal?
