I dont think the user should be granted with full Admin permissions if he just needs to create logical networks. You have to follow the principles of least privilege.

There’s a difference between Logical Networks and VM Networks. To create logical networks in the scenario requirement, you must be an Administrator. Tenant Administrators only apply to VM Networks that ride on top of Logical Networks.
