While the scenario says you have a limited amount of storage, the more important comment is that you must maximize performance. Pass-through disks provide good performance as well but it requires additional hardware configuration which is not outlined in the scenarios so you cannot assume you have that available.
I have the same question where disk performance is not asked .. i would go for C then.
