Agreed Bruce941 – The Microsoft support document says – under the capabilities for resetting passwords :- “Yes; with limitations. This admin can only reset passwords for non-admins.” This is the same for Password Admin – again “Yes; with limitations. This admin can only reset passwords for non-admins.” Therefore, only Global Admins can reset Service Admin accounts.
