Host1 and host2 are in 2 different subnet (IPs addresses for host1 goes from 192.168.1.64 to .127, for host2 from .128 to .191 and for link between R1 and R2 from .4 to .7 ). A route is missing on R1.

With Cisco, it’s “shutdown”.
An interface that is admin down will not come up when both ends are connected. It must be configured “no shut” or “enable” for it to work
