I get that E. is “more true” (whatever that means) but…..D. Routing overhead….IS increased by running OSPF instead of static routes.

Just as B can be true with the use of an Autonomous System Border Router (ASBR), which by name routes BETWEEN Autonomous Systems… the “more true” version here is that the routing protocol they probably want to match that statement is BGP.
And I agree, D is true too.
