B is not cost effective, because 2 servers are enough for 10k phones
It seems that B should be the answer as the questions asks for “Provide a minimal level of redundancy” should require an additional node as a Subscriber.
It’s B as it is the recommended design. I believe the cost effective is there to confuse people.
