without the exhibit i would have to guess….

variance 2 is not enough to cause the AD of the feasible successor to be useful against the FD of the successor. therefor only the Successor is used EVEN when variance is 2. If variance is set higher…..10 say….then even if a Feasible Successor route SUCKS (ie.10times slower then the Successor’s route)
…it will STILL be un-equal cost load balanced that sucky route.

best is to limit variance to Feasible Successors that MAKE SENSE.
