PIM by default doesn’t use HSRP addressing for PIM DR, the higher IP address becomes the PIM DR.

However, this isn’t listed in the blueprint, HSRP aware PIM was introduced in 15.2(4)S and XE 3.7S using this command:
ip pim redundancy xxx dr-priority
