Tacacs = Unix based early 80’s OPEN SOURCE.
XTACACS = Cisco added the “Extended” it….and a bunch of coded macro with specific purpose and claimed ownership of it…..
TACACS+ was cisco developed (and likely still was Proprietary when this question was written) but THEN they “…released as an open standard beginning in 1993”
so….>if we are academic nit-pickers……E is technically accurate any time after 1993…but again Cisco Press has likely just re-printed this question since 1992.
