As far as I know Extended acls get applied as close as possible to the destination while standard acls get applied as close as possible to source.
This question with it’s lack of information is bollocks.
If you place the extended acl close to the host sure you will block https to the internet, but also internally. that being said, the acl answer will meet the question requirements, but it is a stupid way to do it.
I think it is viceversa. Extended ACLs are placed as close as possible to the source and standard ACLs are applied as close as possible to the destination network.
