The current top hit when you search for SONA, http://www.cisco.com/en/US/netsol/ns629/index.html, confuses the response to this question.

It looks like they are now calling the physical infrastructure, what used to be called the network infrastructure layer in older publications (e.g. http://newsroom.cisco.com/dlls/2006/eKits/sona_fact_sheet.pdf)

From the above referenced fact sheet:
