I was wrong in my earlier post. 19 dBm is the difference in the RSSI (-67dBm) of the ideal cell size, and the max RSSI (-86dBm) that should be observed at the edge of the nearest co-channel cell.
“Figure 9-12 Cell Edge Measurements” in this article shows how they arrive at 19 dBm.
