I also agree with above guys, mapviewer comes integrated with OBIEE . Spatial option with the database has to be purchased .Navteq is most common company with has a partnership with oracle and provides the spacial data once you agree to there licensing agreement .

I would say this is a very strange question. It says “What MUST be purchased…”

“(Optional) Oracle Spatial is an option for Oracle Database Enterprise Edition that provides advanced spatial features to support high-end geographic information systems (GIS) and location-based services (LBS) solutions. The Spatial option is required only if you plan to make use of maps or features that require advanced spatial capabilities that are not available with the Locator option. Additional Oracle Spatial features include raster and 3D data management, spatial web services, topology, network data modeling, resource description framework (RDF), and semantic web capabilities.”

So you do not HAVE to purchase Oracle Spatial.
Perhaps, the question is about the matter that your OBIEE license must include the MapViewer option for such integration.

i would say C, let’s not focused on mapviewer, because it’s already licensed when we bought OBIEE, according to document above, it says:
