In 11g database you have parameters memory_target and memory_max_targer so you do not need to set explicitly sga_target and pga_aggregate_target any more. However you can do that. Then these values are minimum for SGA and PGA.

The ISSPECIFIED column contains a TRUE. If the ISSPECIFIED column contains one or more TRUE values an SPFILE was used to start the instance. If it the column is all FALSE than an SPFILE was not used.
