This question is asking for the best way to ensure you can’t recover the information.

The other question you are referring to was asking for the best way to ensure you can’t recover the information SHORT OF physically destroying it.

For the other question, the hint is in “short of physically destroying” part, where you need to assume they want to potentially use it again. That is why “low level format” was the correct answer. Since there is no mention of stipulations for this question, the assumption is they have stuff that nobody can see and they need to do whatever is necessary to remove data forever.
