They might mean that the PC is posting but windows itself isn’t starting up. In other words being intentionally vague as always.

I think the video driver is the key point here. The user installed a corrupt driver and they’re checking to see if you know that safe mode uses the built in vga.sys driver instead of whatever the user would have installed.
