Is this not /etc/passwd: rwrr and /etc/shadow: rwr?
My UBUNTU systems has the permission bits set as you have said but my CENTOS system has no permissions set. I think it should be only read for the root user as the passwd command has the SUID bit set and when any user changes there password they do so as the ROOT user for that command only.
