TCP/IP is different from the OSI model. On the OSI model, TCP is a layer 4 protocol that is transport layer and IP is layer 3 being network layer. I’m confused about the question and why it is network layer. Please need some explanation.

Good point. TCP/IP is the suite of communications protocols used to connect hosts on the Internet. TCP/IP uses several protocols, the two main ones being TCP and IP.

I guess there was a typo on this question. It should be:

On which of the following layers of the OSI model does IP operate?

or

On which of the following layers of the OSI model does TCP operate?
