This could be both A and C. Ohmmeters are for testing electrical resistance. If the resistance is infinitely high then an open is detected, if the resistance is near zero then you have a short.

In the context of network cables, wire mapping is the process of making sure that the twisted pairs are on correct pins. Using a tool like LRAT (https://www.youtube.com/watch?v=-wRXVGNUTfk), the wire mapping feature should give an indication of which wires are open or shorted.
