I am certain about B it definitely is an answer.
However, i am not that sure about D since it says “enable declarative security and management definition”

I believe A is the correct answer as it DOES allow you to externalize web service security from the application you build.

So what @Igor wrote is not incorrect just does not align with what is written in the offered answer under D.
