Neither are the best answer because packet analysis on a host or local network would not be the first place to look when the network link to a cloud service is interrupted. The function of this kind of device is to intercept, decode, and log raw packet data and analyze it against specifications or other rules.

The network analyzer is the answer they want. Just say network analyzer. Many sites refer to all of these as the same thing.
