The question leads you to assume the two raid 5’s are identical and sharing the same hotspare.
So 15 drives minus 1 hotspare = 14 drives. Devided by 2 leaves 7 drives for each raid 5.
Raid 5 requiring extra drive for use with parity leaving 6 drives worth of storage space available for each of the 2 raid 5 arrays.
