I believe this is HMAC.
It’s a trick question. The question states “implement an encryption cipher with a MINIMUM effective security of 128-bits” meaning the least bit security allowed is 128 bits. Not the lowest protecting security of 128 bits.
Since HMAC offers MORE security at 128 bits. Than Blow fish offers at 128 bits. I believe HMAC is correct.
I’ve also founds 2 other resources online (of which i will not state) that agree with my theory. Please correct me if my theory is incorrect.
