DATA availability — RAID is the right answer
The data isn’t very available if the front end server is down. But yeah, that is the best answer. Even if you had a cluster, you’d use RAID as well.
It says minimal cost. Clustering generally requires multiple servers and some supporting infrastructure.
However, for data availability, you’d generally go for a dedicated storage array – built on RAID – with whatever clustered front end you needed.
