why in question 207 you need cable locks for the server in data center, but in question 209 you do not need cable locks?

FM-200 is used in fire suppression… not sure if that counts as a security measure.

HVAC and FM-200 both go to availability.
HVAC keeps environment optimal to prevent overheat, damage from static, power outage, power spike damage, rusting (!?).
FM-200 is to both put out fire and not damage equipment like water would. Faster recovery from disaster.
Availability is part of the security triad.

But there are many problems with these questions, so I would not be surprised.
