Quoting from CP CSSA course:

“Translate Destination on Client side – For packets from an external host that are to be translated according to STATIC NAT rules, select this option to translate destination IP addresses in the Kernel nearest the client.”

For translate destination on client side, you need to set the setting in global properties, however, for outbound connections, source will be natted at pre-egress which is close to the client.

Also you can select or deselect translate dest on client side, but if you deselect, you need to proper adjustments like route and proxy arp and all.
