VPN Admin Guide section “Allowing Firewall Control Connections Inside a VPN” has following note (almost end of that document):
Note – Although control connections between the Security Management Server and the Security Gateway are not encrypted by the community, they are nevertheless encrypted and authenticated using Secure Internal Communication (SIC).

Definetly C. Communications between SMS and SG are encrypted and authenticated via Certificate. In other words, via SIC.
