What tool would David use to accomplish his goal?

SmartProvisioning can be right, but what do you think about the following notes? SmartDashboard can be right too, isn´t it?

Following this announcement (http://www.checkpoint.com/press/2013/08272013-r77-delivers-threatcloud-emulation-service.html) R77 versions has a feature to manage gateways through SmartDashboard.

New provisioning capabilities in SmartDashboard management console help to eliminate configuration errors in complex environments and reduce the operational cost of managing and maintaining security environments. These capabilities do not require an additional license for implementation.”

And this sk93969 (https://supportcenter.checkpoint.com/supportcenter/portal?eventSubmit_doGoviewsolutiondetails=&solutionid=sk93969) says about this functionality on R77, but functions only for Gateways running Gaia OS.
