I think it can be configured just one Mgmt as HA but it have not sense. 2 Mgmt are needed to have HA functionality.

seriously, why is the correct answer not 2? It seems ridiculous to build a mgmt HA with only 1 member.
but then again, in CP_R77_SecurityManagement_AdminGuide page 116 there is:
Security Management High Availability lets you create one or more synchronized management servers for redundancy and database backup.
and that one line has caused this unrealistic exam question…
