Why not backup RE will immediately assume the master role?

If C is correct then does that mean once primary RE fails routing adjacencies will be re-established.

It means user will experience break for sure. Am i correct?

without GRES, PFE restarts and connects to functioning RE. Yes you right, without graceful restart there will be break and data loss.
