instance-import and next-table deals only with sharing routes. this concept is unable to interconnect the routing instances. To achieve communication BETWEEN two VR, you need to use either logical tunnel or physical cable.

You are partially correct , next-table with static-route can be used to route (provides communication) between two different VRs but it applies for only uni-directional applications , it can lead for looping so it is not preferred . B&C are correct.
