Logical tunnels can only be configured between logical systems on High-End SRX, the question doesn’t mention logical systems, for this reason I would consider B to be wrong. You cannot point static routes at each other in two VR’s, so D is wrong.
A and C would work definitely work, as well as using RIB groups.

Why would you need a interconnect logical system when there is no mention of LSYS being used anyway? Just share the routes accross the VR’s.
On SRX Series Services Gateways, the logical tunnel interface is used to interconnect logical systems. See the Junos OS Logical Systems Configuration Guide for Security Devices. – B is not correct for SRX, is working on M,T, MX series
