Note: If you are establishing a VPN between two Junos OS devices, then it is not necessary to configure an NHTB because the hub device can obtain the NHTB entry automatically during Phase 2 negotiations. However, if you have configured the VPN to establish the tunnel when data traffic flows, then the hub site cannot initiate the VPN. Without an NHTB entry, the route for that remote peer will not be in the active state.
