No it’s “C” If you look at the diagram you see 172.16.3.x but the arp is showing 172.168.3.x

The source of ARP request itself is in different subnet
so we can say wrong routing-instance is the issue.
else it will resolve the arp if server is the only one which has issue.
It is C. There is no other routing-instance displayed. Both the source and destination ARP IP are wrong. It is also mentioned that the old server was working correctly.
