I agree with Matt, actually, cell offloading (smart scan) is responsible for filtering only data requested by database instance (sql statement), though, sending only filtered data, save many network traps.

Trying to explain better: cell offloading (smart scan) is a feature that runs on the storage cells, it receives sql commands from database server (using iDB protoclol) performs a filtering based on “where” clause and sends back to database server only filtered data, saving many network traps.

I think cell offloading is not a feature, it is a process (or processing). Flash Cache is a feature of Exadata. C is correct I think.

E is correct. Cell Offloading means use of smart scan feature.
According to student guide:
The CELL_OFFLOAD_PROCESSING initialization parameter controls Smart Scan. The default value of the parameter is TRUE which means that Smart Scan is enabled. If it is set to FALSE, Smart Scan is disabled and the database uses Exadata storage to serve data blocks similar to traditional storage.
