Type 1 is preferred, but not because it takes into account the internal and external costs, but because it is always preferred over Type 2.

B is correct, but that is a terribly worded question. its preferred b/c its a type 1. PERIOD. saying its preferred b/c its a type 1 that takes both metrics into account is very misleading.
