mmm. I know what you mean but.. we can not assume that there is a virtual link going on over there so I will say that D is the correct.

We have to assusme the virtual-link because area 2 cannot be configured any other way.

The answer is correct. The router has connectivity with area 8 and area 2, but the router know about other areas as well. Virtual link is not needed for router in area 8 but is request for router that are in area 2 to know about the other routes.
