I’m confused on how this is calculated.
PE2 is set to site ID 2. Since remote site ID is not referred, it goes in a sequence skipping its own ID (i.e Site id 2 ) .
ge-1/0/4.512 is referred first in the config so it gets site ID 1
ge-1/0/4.513 is referred next in the config so it gets site ID 3 (skipping site ID 2)

Based on this information it should be:

interface ge-1/0/4.512 Default site-identifier=site 3
interface ge-1/0/4.513 Default site-identifier=site 4
