According to JMV course, for Carrier-of-Carriers option C, PE will send double labels only.

so the correct answer should be B.

PE1 will send the traffic with two labels only but when CE1 forward it to PE3, CE1 will send with tree labels “so maximum labels in path will be three but PE1 just send two labels”

The answer by ehsan is referring to ce1 that is the whole path.

1. PE1 pushes 2 labels: CustA VPN label and transport label to CE1.
2. PE3 keeps original CustA VPN label and pushes 2 additional labels: ISP1 VPN label + transport label
3. PE4 keeps original CustA VPN label, pops ISP1 VPN label and transport label and pushes transport label to CE2
4. CE2 keeps original CustA VPN label, pops transport label, pushes transport label to PE2.

So the answer should be B.

In CSC be default maximum three labels are needed but in the provider network, on PE1 only two labels are pushed, one for VPN and for transport.
