nor ftp nor http works on transport layer, only tcp an udp are transport protocols, https://en.wikipedia.org/wiki/Transport_layer.

Don’t let the name TCP/IP confuse you about the protocols, TCP/IP is the name for the stack, like OSI stack.

The correct answer is UDP, the other three are application layer protocols.
