Firewall usually DO work in routing mode, and many Network-based firewalls do not even support a non-routing mode. They also typically filter traffic in both directions!

Therefore for Network-based firewalls the answer “B” is incorrect and “D”is correct…

If specifically host-based firewalls are meant, then “B” might be correct, but “D” is definitely still correct too, as host-based firewalls still filter in both directions.
(The fact that many host-based firewalls have an “allow all outbound” rule in place does not change the fact they still filter in both directions)
