Yes a VM must be powered ON but all other variants don’t make any sense

D is correct.
i tried this on a vm, and removed the virtual network interface card. and tried to restart the VM. from the web client, from the summary tab, an error says “There is no network assigned to this virtual machine”. and nothing is displayed after i click “OPEN with VMRC”

I tried with a brand new VM that has no OS installed on it, and i can see some bios stuff on the screen. So only E is correct, the rest is non-sense.

I would say B D E
Remote Console is not only used to “view” what is going on inside the VM.
VMware Console is also used to make actions on the VM.
From experience, if VMware Tools are not installed on the VM – you cannot do any “Guest” actions like “shut down guest” or “restart guest” – it’s grayed out. So VMware Tools must be installed for that.
