I think Arren need the FLASHBACK privilege as well for the subquery which uses “FLASHBACK VERSION QUERY”.

Arran would need the FLASHBACK object privilege for the employees table.
E.g.
GRANT SELECT, FLASHBACK, UPDATE, DELETE, INSERT on employees to arran;
or
GRANT FLASHBACK ANY TABLE to arran;
i.e. not a system privilege as suggested by answer D
