realize that the Block Size field is not enabled. What could be the reason for this?

When you created a database, you selected with the general-purpose templates to create the db, so the block size is fixed and cannot be changed.
Choose the template suited to the type of workload your database will support. If you are not sure which to choose, select the default General Purpose template.
