To reply I think you reffer to this:

1) Support to configure new database options

Starting from Oracle Database 11g, we can configure the following options using Database Configuration Assistant:

a) Oracle Application Express

b) Oracle Database Vault

c) Oracle Warehouse Builder

These options can be selected while creating database using DBCA.
When creating Custom database using DBCA, in the Database Components Section (Step 9) we can select the database components that we want to configure for the database.

In 10g, we do not have these options Oracle Application Express, Oracle Database Vault and Oracle Warehouse Builder.

In 11g, these options can be selected while creating the database.

–> But this part clearly states these options can be selected while creating the database and not for an exisiting database.. ?

Just test it by running DBCA on an existing 12c database.
