B is the right answer.

If the primary balancing segment and intercompany segment shares the same value set, then when segment value security is enabled, it also affects to intercompany segment. Securing a value set denies access to all values by default.
Instead of sharing the same value set, it is recommended to sue a different value set for primary balancing segment and intercompany segment, where both value sets have the same value.

Segment value security is at segment level irrespective of value set. C is the correct answer. Even though you are using same value set, you can only enable security at company level.
